Who stands to benefit the most from shale oil in Colorado?

It is difficult to say who would benefit most from oil shale. At this time there is no established procedure to extract the oil from shale and cost per barrel is much higher than that from drilling a conventional oil well. At this time I would NOT invest in any oil shell ventures, because there is no assurance that it ever becomes profitable to utilize that technology. It reminds me a lot of the promise made by bio-diesel manufacturers a few years ago. Just about all of these companies have gone out of business and the annual production has gone to near zero.
