Looking for my biological mother in the Repubilc of Panama?

I was born in the Rupublic of Panama 05 Dec 1975 and was adopted my American parents. I am looking for my biological mother and have no idea where to start. My biological mothers name is Elvira Minas Constante and my maternal grand parents are Moises Minas and Luisa Elvira Constante. My birth name was Elvira Minas than changes to Jennifer Ann West. I am eager to find my birth mother and more eager to know if I have any siblings. I am 35 yo and since we are heavy on technology I thought this would be a great place to some ideas. Thank you to anyone who has some info on where I could start looking.
